How do you apply eyeliner?

Do you apply it to the inner rim of your eyes or the outer rims of your eyes?

Examples if you're stumped:
The outer rim is the part outside of your eyelashes.

The inner rims are the parts on the inner most of your eyes.

Depends on my mood. I do my make up different every time I wear it. It always varies.

I'm pretty rountine, I almost always apply my eyeliner the same way. The inner rims, and a splash of glittery blue on the outer top rim.
